West Brom are to part company with three members of their first team squad - and chairman Jeremy Peace is looking to reduce the number of senior players from 31 to 20 for the 2009-10 campaign.
Carl Hoefkens, Pedro Pele and Jared Hodgkiss will not have their contracts renewed when they run out this summer.
In addition, on-loan pair Jay Simpson and Ryan Donk will be returning to Arsenal and AZ Alkmaar respectively.
Reserve striker Sherjill MacDonald is also to leave the Hawthorns with Belgian side Germinal Beerschot favourites to sign him.
Baggies chairman Peace insists the emphasis will be on quality rather than quantity next season - and he admitted the club will be looking to bring in loan signings with an option to eventually buy them permanently.
Peace said: "Buying players is certainly a possibility but what has proved successful for us over the last few seasons is the strategy of loaning players with an option to buy them.
"Players such as Ishmael Miller, Juan Carlos Menseguez and Youssouf Mulumbu fall in that category.
"This summer we want to bring people in who can further strengthen the team even though we have gone down a level."
Peace is also adamant that Albion will not be forced to sell any of their current squad against their wishes.
He said: "We wont sell unless it's a player who is peripheral to the squad and we get an opportunity to move him on.
"Additionally, if there are certain squad members where we feel we could possibly improve the team by letting them go, then we'll also look at that.
"It will be about cutting back numbers whilst improving quality. We will certainly not sell players we feel can do a job for us next season and beyond that if we're in the Premier League.
"What we don't want to do is get rid of quality players now and, if we were lucky enough to get re-promoted, bring that type of player back in maybe twice the price. That's madness.
"If we've at least got a very decent core squad and add a few more quality players this summer, who will hopefully be able to perform in the Premier League, it will make it a bit easier for us in future transfer windows."
